Attention is given to the fundamental problem of arc dynamics, namely, why arcs fail to disperse along the orbit. The model developed by Gor'kavyi (1989) which suggested that the arc is a chain of epicyclic vortices (epitons) in the complete ring is tested with a direct numerical simulation which takes the inelastic collision between identical spherical particles into account. It is shown that the vortex may be regarded as a stable formation if there exists a natural mechanism which arranges the particles of the vortex in a collisionless order.
