Expressions are given for evaluating the refraction of radio waves in the troposphere, and it is shown that for all practical purposes, this refraction is dependent only on atmospheric conditions at the initial and final measurement points. The discussion departs from the rigorous formula for angle of total refraction derived by Silvestrov, Lazarev, Korniyenko, and Panshin (1970).
