The EISCAT Scientific Association operates incoherent scatter radars in northern Europe for studies of the auroral ionosphere and upper atmosphere. The plan for a extension of the EISCAT facilities to investigate phenomena on the cusp/cleft region and the polar cap by constructing an additional radar on Svalbard is addressed. The scientific rationale behind these plans is described and an outline of the possible instrumental configuration is given.
