The issue of the probability measure in superspace of quantum cosmology is resolved. It is shown that this measure has essentially a perturbative nature. The one-loop approximation for the measure is presented and the semiclassical perturbation theory for the cosmological wave function is developed. This perturbation theory demonstrates the back-reaction effects of the quantized matter fields on the semiclassical gravitational background.
