It is argued by using the new changed black hole solution that a net
force, at short distances within force range, is always attractive in a
class of dilaton theories in which a U(1) vector field exists. As a
corollary the classical Kaluza-Klein theory cannot correctly describe
the usual electrostatic interaction between two point charged sources.
