A simplified model of the ionization-recombination cycle is used to explain the behavior of the relative content of f(+) binding ions and the effective recombination coefficient in the upper D-region. Variations of the effective recombination coefficient in disturbed conditions in the upper D-region can be explained by the strong dependence of the mean constant of dissociative recombination on a number of meteorological parameters.
