The problem of the generation of electric-field disturbances by the altitude-localized wave motion of neutral gas is examined in the framework of a three-layer model: (1) the nonconducting atmosphere; (2) the homogeneous ionosphere, containing the source; and (3) the magnetosphere. It is shown that the applicability of the electrostatic approach largely depends on the upper boundary condition employed and the characteristics of the ionospheric and magnetospheric plasma.
