Photoelectric photometry data and spectral classification for 75 stars in the star forming region RSF 1 Cep are given. A map of interstellar extinction is made. The distance to the region is 300 + or - 20 pc, the extension is 2 x 4 pc, and the mass is 400 to 600 solar masses. The star forming efficiency is close to 5 percent. The stellar composition is analyzed. The region includes a single massive star, HD 200775, B2-3e, which determines the gas dynamics, and several low-mass dwarfs. The chief results of photoelectric (1981-1987) spectral and scanner observations of HD 200775 are given. On the basis of 160 observations, a mean magnitude of V = 7.376 M and Delta V = 0.14 M for HD 20075 was obtained. In August - September 1982, according to photoelectric scanner measurements on 16 nights, the equivalent width EW(lambda)H-alpha was about 73 angstroms. The remarkable profile of the Balmer emission lines, the possible variability of He I absorption lines and the presence of strong emission in the Ca II infrared triplet and a very strong emission line O I 8446 are noted.
