A method of interpretation for radio spectra having a minimum and a steepening at low frequencies is described. It was used for analysis of radiation from eight objects, including radio galaxies and quasars. Assuming a transient mechanism for the low-frequency radiation, information is obtained on the cosmic ray nuclear component (the number of nuclei is 100 to 1000 times greater than the number of electrons) and the small-scale inhomogeneities of plasma density. Possibilities for similar studies of other objects are discussed.
