On the basis of extensive simulation calculations, we establish a method of energy determination, in the region 1012-1016 eV/nucleus, for electromagnetic cascade showers initiated by heavy cosmic-ray primaries as well as by protons and alphas. We study in detail the accuracy of the present method, focusing on the errors arising from the chamber configuration and from both fluctuations in the production spectrum of source γ-rays and subsequent cascade development. All errors are well within our allowance, comparable with, or less than, experimental error.
