A quasi-16-day oscillation is discovered in the E- and F-regions of the
equatorial ionosphere during January/February 1979, apparently connected
with the upward penetration of a free Rossby mode excited in the winter
stratosphere. The observed effects are interpreted in terms of electric
fields induced by the ionospheric wind dynamo.
