In this paper Rutherford scattering of electrons beams on the ambient particles is considered in a presence of electric field induced by an electron beam precipitating into a flaring atmosphere. The outcome is compared with those of beam scattering in pure Coulomb collisions and in a presence of magnetic field convergence. Then macroscopic effects of electron distributions are investigated in Fokker-Planck approach and their hard H-ray and microwave emission, directivity and polarisation are investigated for the models including each of the above effects and their combinations. The conditions for a formation of the closed electric circuit from precipitating and returning beam electrons are considered and their implications on a number of emitting electrons in solar flares and their likely recycling are discussed.
