It is shown that the formation of pions (kaons) by cosmic rays at high altitudes (in the stratosphere and near-earth space) and subsequent pion-muon-electron decay are the main source of high-energy electrons in near-earth space. This process produces an emission the intensity of which does not depend on height (in the first approximation), i.e., it produces a sort of halo which surrounds the earth at heights from the stratosphere up to at least 500 km. This halo contains both electrons trapped by the geomagnetic field and albedo electrons.
