Correlation analysis is used to investigate the relationship between cosmic-ray intensity and various solar-activity indices during cycles 19 and 20. Attention is given to changes in the correlation with time shifts between the indices and the intensity. It is shown that existing indices describe well the 11-year variation of cosmic rays, especially in cycle 19. At present no universal index exists which can describe equally well the modulation of cosmic rays at different phases of the solar cycle. The correlation of the indices with cosmic-ray intensity can be different even during the same phases of different cycles (e.g., the decrease phase of cycles 19 and 20). The deterioration in the correlation during periods of high solar activity points to the necessity of including in the indices parameters which reflect solar flare activity.
