A model of a "synchrotron reactor" is suggested for the explanation of the high-frequency emission of the nucleus of the Seyfert galaxy NGC 4151. In this model the submillimeter emission is considered as synchrotron radiation with self-absorption; the optical and UV parts of the spectrum are formed in process of Compton scattering of synchrotron radiation by relativistic electrons. The scattering of optical and UV photons on the same electrons is responsible for the origin of the observed X- and gamma-ray radiation.
