Two stationary models are proposed for the hot thermal loops observed in 14-40 keV X-rays over nearly the entire phase of solar flares, together with the similar, but softer 5-10 keV X-ray loop. In the first model, the high density loop possesses a sufficiently high plasma density to lose the conduction flux from the summit, due to hot loop radiation. The foot points may accordingly not be bright in H-alpha. In the second model, loops of either higher temperature or lower density than those of the first model are seen as having a negligibly small loop radiation loss by comparison with the conduction flux; the heat flux along the loop is accordingly almost entirely converted into a chromospheric flow.
