The experimentally observed region of magnetic-field-density 'overshoot' behind a collisionless shock wave is investigated, analyzing observations of perpendicular bow shocks (with Mach numbers between the first and second critical Mach numbers) obtained on November 5, 1977 with ISEE-1 (Greenstadt et al., 1980; Gurnett et al., 1979) and on June 20, 1967 with Vela-4 (Montgomery et al., 1970). It is shown that a high level of lower-hybrid electrostatic oscillations with energy density less than about nT can explain the presence in the overshoot region of plasma density jumps (n2/n1 = about 6) in excess of the maximum jump (n2/n1 = 4) predicted by MHD conservation equations. In the region between the overshoot and state 2, proton-beam energy and electron/ion oscillatory energy are irreversibly transformed into ion heat.
