Starting from massy-photon electrodynamics, how dipole radiation can be unambiguously expressed in terms of solutions to the Klein-Gordon equation with source is demonstrated. Radio signals from a rapidly receding massy-photon transmitter are shown to have special Doppler properties that arise from positivity of photon mass. An experiment is described which, by exploiting such properties, would provide new (dynamical) bounds on photon mass.
