Dirac's Hamiltonian methods are applied to a gauge theory of the translation group formulated by Hayashi as a gravitational theory which stands on microscopical scale. Four constraint equations are obtained, as in general relativivty, because of the existence of the space-time translation group, which is a group of invariance of the theory. Propagation equations for the dynamical variables are also derived.
