An analysis is presented of the development of the thermal self-focusing instability of a high-power radio wave in the ionosphere in the presence of intense local plasma heating in the region of wave reflection from the F-layer. It is shown that under these conditions the large-scale self-focusing instability can develop in about 10 ms, and that the plasma stratification with a transverse dimension of up to several kilometers has an ion-acoustic character.
