Magnetic reconnection and the collisionless interaction between a population of energetic particles and a cooler gas or plasma are discussed. The speed of magnetic reconnection is addressed, presenting arguments in favor of the notion that reconnection can be rapid. MHD instabilities which could be a source of rapid reconnection and of solar flares are mentioned. The theory of the interaction between the cosmic ray plasma and the interstellar plasma analyzed as an example of energetic particles-plasma interactions. Some phenomena to which this analysis is applicable are mentioned, including the propagation of cosmic rays through the galaxy, the proposed origin of cosmic rays in supernova explosions, the acceleration of cosmic rays by a strong shock, and large radio sources which seem to derive their energy from small central sources of energetic particles.
