Multi-wavelength observations of the spectral energy distributions of galaxies now routinely cover from the X-rays to radio for systems ranging over more than 10 Gyr in lookback times. The interpretation of these data rests on understanding how galaxies produce and radiate their photon luminosities. This workshop provided a forum for discussion of our current understanding of this topic with an emphasis on how radiation supplied by local sources, stars or AGN, is transferred and reprocessed as it traverses the dusty ISM of galaxies. These concluding remarks discuss several of the main topics of the meeting along with outstanding issues and possibilities for future work.
