ALLEGRO (the All-Sky Low Energy Gamma Ray Observatory) is a proposed MidEx-class instrument providing all-sky monitoring of low-energy gamma-rays at unprecedented sensitivity. It consists of 16 large (2000 cm2) thin NaI detectors operating over 7-200 keV (with 25% resolution at 20 keV), arranged in a hemisphere to cover the entire unocculted sky. There is no time-averaging, data-selection, or triggering on-board: ALLEGRO transmits all events, time-tagged to 1/8th ms and with full energy information. This produces a database of uniformly high resolution in both energy and time, permitting non-triggered, unbiased detection of transient and pulsed events. It will enable us to study bursts and all time-variable sources in the sky at all time scales. We will address key questions about bursts: homogeneity and isotropy beyond the BATSE limits, time dilation, the existence of cyclotron lines, subpopulations within the burst sample, the rate and distribution of short events, and spectral evolution. By opening a vast unexplored range of observational phase space, ALLEGRO will also undoubtedly make discoveries of new sources and phenomena.
