The paper examines the particle observations above patches and detached arcs equatorward of the auroral oval, made by the energetic particle detector on board the Isis 2 spacecraft, and estimates the extent to which the optical emissions can be attributed to these particles. The observations suggest that the source population is normally stably trapped, and they place constraints on the mechanism of precipitation. After examining these aspects, an empirical model of the events is presented, and the nature of the precipitation mechanism is discussed. Electron cyclotron resonance is examined as the cause of pitch angle scattering and found to be consistent with the observations
