A coherent and complete physical characterisation of the evolution of
matter in the Universe requires X-ray spectroscopic diagnostics as an
essential element. The XEUS concept, embodied in a staged and
evolutionary development of a large, permanent X-ray telescope facility,
meets this challenge in an optimum and cost-effective way.
