The evolution of a collisionless, self gravitating, slowly decaying system is determined. It is shown that the existence of spiral galaxy rotation curves, which are flat to large galactocentric distances, does not exclude a dark matter decay scenario in which the major fraction of the dark matter has decayed to relativistic particles at present. This result contrasts with a recent claim by Flores et al., (1986) who assumed that galactic disks form prior to the dark matter decay and remain static during this decay. In this paper it is argued that in a scenario where most of the dark matter decays to relativistic particles the disks will expand during this process, as the dark matter initially completely dominates the dynamics of the disks.
