Observations of partial reflections at 2.75 MHz from the lower auroral ionosphere have been made using a new experimental facility near Tromso, Norway. On April 11, 1975, a disturbance was observed on riometer and magnetometer recordings indicating that a substorm was in progress. The partial reflection data showed enhanced ionization near 60 km altitude. An exceptionally strong echo was returned from this height. Possible reflection mechanisms are discussed, and it is concluded that a thin layer of strong turbulence was probably present in the lower D-region.
