The capability to generate spacecraft frequency predictions which
include the refractive bending effects induced during signal passage
through a planetary atmosphere is a pivotal element of the DSN Radio
Science System. This article describes the current implementation effort
to develop planetary atmosphere modeling and prediction capability.
