The paper examines two possible mechanisms for the acceleration of low energy protons (about 1 MeV) in corotating particle streams in the interplanetary medium - Fermi scattering and transit time damping. It is found that the conditions required for Fermi scattering to be the dominant mechanism appear to be more extreme than those required for transit time damping. It appears that transit time damping of the observed small scale fluctuations in the magnitude of the interplanetary field yields a sufficient acceleration rate, but one should be cautious about concluding that transit time damping is the acceleration mechanism.
