A linear mechanism of auroral kilometric radio emission (AKRE) at
Cherenkov resonance is developed. Its essence is that plasma waves which
are driven by an electron beam in a two-dimensional auroral plasma
cavity at Cherenkov resonance, under certain conditions, undergo 100%
transformation into the extraordinary or ordinary modes of AKRE.
