The collision term of the electron distribution function for collisional ionization and three-body recombination is derived in terms of transition fuctions that specify explicitly the velocities of the three electrons involved in these inelastic processes. Making the simplifying assumption that after an ionization collision all allowed energies and all directions of the two outgoing electrons are equally probable, an approximate collision term is obtained in terms of the total cross section for collisional ionization. The special case of a Maxwellian electron distribution function serves as a test for this collision term and is considered in detail.
