The dayside ELF (10 to 1500 Hz) chorus observed during geomagnetically quiet times at high geomagnetic latitudes in the outer magnetosphere and the polar ELF emission observed at low altitudes and on the Earth's surface are analyzed in association with the geomagnetic field and the energetic electron distributions. It is shown that chorus generation may be related to the pitch-angle anisotropy of resonant electrons trapped in the high-latitude magnetic field minima adjacent to the dayside polar cusp.
