The Cosmos-490 satellite detected a flux of electrons with energies not less than 80 MeV near the equator on open L-shells; the specular points of these electrons were located above 30 km. Results confirm that fluxes of high-energy quasi-trapped electrons exist on open L-shells; in magnitude, these fluxes approach fluxes of primary protons in this region.
