With the help especially of Dr. Robert Kirshner, who provided summaries of the major points that emerged during the presentation and discussion of the scientific papers, and also with the help of the others attending this particular workshop session, I have put together the following outline of where we stand now with regard to the observations and their interpretation, where additional (especially coordinated) observations are needed, and where new data from atomic physics and spectroscopy are needed for iterpretation of the observations.
