It has been argued that coronal loops that reconnect with open magnetic field lines in the low corona are the source of mass and energy in the solar wind [Fisk and Schwadron, 2001]. This theory finds support in observations in the heliosphere. The theory predicts that the primary determinant of variations in the final speed of the solar wind is the temperature of the material on the loops, and this appears to be confirmed by comparison of the solar wind speed with the freeze-in temperature of solar wind ions [Gloeckler, et al., 2001]. In this talk, we discuss the role of emerging magnetic flux in the creation and properties of coronal loops, and thus take this theory one more step, relating emerging flux to the properties of the solar wind.
