Recent observations with the Yohkoh Hard X-ray telescope and the Nobeyama Radioheliograph [Hudson et al., 2001] have shown a moving hard X-ray coronal source, associated in space and time with moving microwave and decimeter sources. Because of the electron energies involved in producing these emissions, we hypothesize that the radiation indicates the presence of a coronal population of high energy electrons, trapped in a magnetic loop which is expanding outward. The expansion will lead to a `betatron' deceleration effect, which, combined with the normal Coulomb scattering and energy losses, will lead to an evolution of the particle energy density, spectrum and pitch angle distribution.
