Energetic particle ionization states carry information about the particle seed populations, the acceleration processes, and the particle transport through the interplanetary medium.. Using the charge states, we can test for possible dependence of the particle arrival times and energy spectra on rigidity as well as for consistency in the inferred temperature of the source plasma using many elements. We have used the Low-energy Ion Composition Analyzer (LICA) on board the low-Earth orbiting SAMPEX satellite, along with the geomagnetic cutoff technique, to study the ionization states of energetic He-Fe in the energy range of 0.2-5 MeV/nucleon.We will report on a survey of LICA charge state observations in the most intense particle events from 1998 to 2001 at the meeting, updating the low-energy charge states available from SAMPEX through the maximum of solar cycle 23. We will also compare the low-energy measurements from LICA with those also made on SAMPEX above 10 MeV/nucleon recently reported by Labrador et al [2001]. Labrador, A. W. et al..
