On the infrequent occasions when a 10-MW transmitter radio frequency
matched the F region peak plasma frequency, intense localized sporadic E
layers occurred at low altitudes (less than 95 km). After exclusion of
various alternatives it is concluded that energetic particle
precipitation from the plasmasphere may occur under these circumstances.
