The Parker bound on the flux of magnetic monopoles is extended and
strengthened. A new limit on the survival and growth of a small galactic
seed field is obtained which rules out the possibility that monopoles
much lighter than 10 exp 17 GeV/sq c can provide the closure density of
the universe.
