The TITAN system which is currently being constructed at TRIUMF, Vancouver, Canada will be a state of the art mass spectrometer capable of making mass measurements of exotic nuclei with half-lives approaching 10ms to a precision of ten parts per billion. The total system will comprise of dedicated beam processing elements like the RFQ Beam Cooler, an Electron Beam Ion Trap (EBIT) and for high precision mass measurements, a Penning Trap. The cooling and subsequent trapping of exotic nuclei in the RFQ Beam Cooler would provide ion bunches specifically tailored for post processes, one of which is charge breeding in the EBIT. The ion bunches at every process stage can be extracted into specific end stations for various experiments. The short lifetimes inherent of nuclei far from stability together with the highly charged nature of the ions under experiment introduces the need for novel approaches to manipulation of "exotic" beams. The motivations driving the TITAN project will be presented with special emphasis on the techniques behind high precision mass measurements of short-lived nuclei.
