Data concerning three radio noise storm centers associated with regions HR17653 and HR17644 are presented along with a discussion of storm center models. The structure of the noise storm sources, the coronal magnetic structure, and the directivity of radio emission are considered. It is shown that the existing models of the noise storm centers are not suitable for the present observations, and a new model is proposed. In accordance with this model the different sources of a noise storm center are located in different flux tubes connecting active regions with their surroundings; and radio emission is observed from the wide, descending branch of the flux tubes, opposite to the flaring site.
