We investigate single charged particle dynamics in the earth's magnetotail using a simple scale-free model for a collapsing magnetic field reversal with a corresponding induction electric field. The model represents a plasma sheet close to the center plane with field lines which fold after being initially static. The time-dependent Hamiltonian of particle motion in the model describes a system of two coupled oscillators which is driven. When the ratio of the oscillation frequencies is different from unity the motion is regular, but if it approaches unity at some point on the trajectory there is a transition in behavior and the motion may become chaotic. In the completely static system a single parameter dictates whether the motion is regular or chaotic for all t. In the wholly time-dependent system behavior is characterized by both the time with respect to the transition time and the 'adiabaticity' of the system with respect to this transition timescale. Here for the combined model we find the transition time and the parameter characterizing the adiabaticity of the system. If this transition in particle dynamics acts to destabilize or reconfigure the earth's magnetotail, then this approach may essentially parameterize the substorm onset timescale.
