The new intensity dependent trigger efficiency algorithm, important for accurate determination of the GRB LogN-LogP distribution at low intensities, is described. This algorithm now includes atmospheric scattering, the capacity for trigger energy range selection, and burst spectral shape sensitivity. It is used here to put tighter constraints on the low energy behavior of the LogN-LogP distribution than were previously possible, and to evaluate the consistency of the GRB populations observed with the BATSE trigger set in the 50-300 keV range, the 25-100 keV range, and the E>100 keV range.
