The discrepancy between seismic and tidal effective Q values can be sattributed to dissipation in the shallow seas. At the present time there sis no need to invoke frequency or amplitude dependence. Present data sdoes not allow an accurate determination for dissipation in the Earth's sinterior from tidal or astronomical data but bounds can be placed on sthis parameter. Most of the dissipation probably occurs in the high stemperature-low pressure upper mantle. sThe main difference in the Q of the small and large planets can be sattributed to the effect of pressure which suppresses dissipation in the slarger planets.
