Natural laws are a method to calculate forces and motion but do not reveal the mechanism of energy exchange or the origin of the laws. However clues are found in the wave-particle paradox and Mach's Principle hints of a relationship between particles and cosmology. The relation between laws, particles,and the universe was probed: What is the distance scale particles use to communicate location? Where is the oscillator of time? How are units of measure communicated? These mechanisms are essential to establish laws. The analysis results in a wave structure of charged particles determined by all the matter of a dynamic universe acting in concert to produce Machian laws and establish scales of measure. The oscillators are related to the 'internal resonators' of deBroglie. Point particles are an illusion of particle-wave behavior in accordance with Schroedinger.
