The origin of ultra-high energy cosmic rays (UHECR's) is still unknown. Proposed models involve either extragalactic sources (constrained to originate from within a distance of about 100 Mpc) or sources in our galaxy; galactic models frequently involve processes related to neutron stars. Here, we evaluate the proposal that neutron stars in our galaxy generate UHECR's. We show that the rotational energy in galactic neutron stars can easily supply the necessary energy to account for UHECR's, but that loss mechanisms in pulsar magnetospheres strongly constrain the outgoing spectrum of energetic particles. In view of these constraints, we address in detail the feasibility of models based on galactic neutron stars.
