It is shown that charged particles can gain energy while repeatedly traversing the region of a tangential discontinuity in the plasma hydrodynamic velocity as a result of scattering by magnetic field inhomogeneities in a collisionless plasma. An expression is obtained for the energy gain rate, and the form of the stationary energy spectrum of the accelerated particles is determined. The acceleration process is shown to be of importance in the formation of the particle spectra of the magnetospheric plasma layer.
