Ehler's (1971) Killing vector approach of kinetic theory is generalized to include charged particles. This approach is first applied to static spherically symmetric models, and a static distribution of charged particles is obtained where the electrical repulsion is balanced by the gravitational attraction. The Killing vector approach is then applied to the G4 VIII space-time, and it is concluded that this space-time cannot be generated by a perfect fluid in kinetic theory. These results call into question the physical meaning of perfect-fluid solutions in such space-times; presumably many of the Bianchi models would share this difficulty. It is not possible for the G4 VIII space-time to be generated by charged matter. This implies that the source-free magnetic fields present in exact solutions for this model must arise from an earlier, more chaotic state of the universe, or be given as initial conditions.
