Simultaneous observations by the Viking particle experiment of auroral ion waves and upgoing ion beams have indicated that ion beams are associated not only with narrowband waves near f(cp), but also with broadband emissions or just an increased level of turbulence. It is suggested that ion beams may still be the important source of free energy for the waves and that cool electrons can have a significant influence on the wave characteristics. A plasma model is used to demonstrate that small changes in the cool electron distribution can result in drastic changes in the wave spectrum.
