We analyse the dynamical evolution, near the cosmological singularity, of a quasi-isotropic universe containing an electromagnetic and a real massless scalar field. In particular, we show how the presence of the scalar field kinetic term allows an electromagnetic field to exist on a quasi-isotropic background and our main result consists of proving, in the limit of this context, the complete dynamical equivalence between the electromagnetic field and the ultrarelativistic matter.
